Each year, Council encourages community feedback on our Draft Integrated Planning and Reporting documents which set out how we will deliver services, infrastructure and financial sustainability for the year ahead and beyond.

The Operational Plan is made up of five parts:

  • Parts 1 & 2 Operational Plan (Draft Introduction and Actions)
  • Part 3 Operational Plan (Draft Budget)
  • Part 4 Operational Plan (Draft Revenue Statement)
  • Part 5 Operational Plan (Draft Fees and Charges)

Council is pleased to present the Draft Operational Plan 2026/2027 and invites all residents to review the document and share their feedback.

Ordinary Rate increase

An important part of the Budget is our planned 28.5 per cent increase to Ordinary Rates for 2026-2027 compared to the current financial year.

This represents the first of two proposed increases and is subject to Independent Pricing and Regulatory Tribunal (IPART) approval under Council’s Special Rate Variation (SRV) application.

The rate variation will apply only to the general rate and no other service charges, such as water, sewer, waste, and stormwater.

The exact amount you pay will depend on your property’s land value and category, as determined by the NSW Valuer General.

As this can be expected to have a greater impact on the farming community, Council is proposing the introduction of a new rating sub-category under the Business category, titled Energy Generation, that would apply to rural land controlled by companies operating within the renewable energy industry.

The second part of the approved permanent Special Rate Variation - an increase of 22 per cent – will come into effect on 1 July 2027.

Public comments will be accepted until 5pm on 29 May 2026. All feedback will be reported to Council to assist in finalising and adopting the Operational Plan, budget and fees and charges for 2026/2027.
